The general Minister, moreover, saw the fingerprints of some pressure groups on the insistence of the Holy See 35 • In order to circumvent the stiff resistance of the general Minister the cardinal protector advanced the proposal of holding a midterm assembly of the delegates of the provinces of the Order. He thought that such an assemblywould be able to force the hands ofthe general Minis– ter to establish the college. The general Minister convoked neither the assembly nor took steps towards establishing the college. The Capuchins were invited to emulate the Friars Minor who had already opened their international college in Rome. The "mandate and command" from the Holy See to establish the International Seraphic College in Rome led the new general superiors to delegate the administra– tion of the Order's Apostolic Oriental Institute of Plovdiv to a Capuchin Province. In the course of its meeting of 16 July 1908 the general Deflnitory took the unan– imous decision to entrust the Oriental Institute to the responsibility and adminis– tration of the Province ofVenice 36 , a decision that was later approved by the Sacred Congregation de Propaganda Fide 37 • It was hoped that the decision would enable the general superiors to concentrate their attention more on the opening of the in– ternational college in Rome. 35 Felder, Ministro generale earcivescovo Bernard Christen, 345-346: "In questi ultimi anni, su segreta iniziativa di certe persone mi venne prescritto dalla S. Non e cosl spazioso, da consentire che i missionari, i quali in questo ultimo anno hanno raggiunto il numero da quindici a diciotto, possano vivere insieme con gli studenti, e ancor meno sarebbe possibile separare questi da quelli. Se si vuole aspirare giustamente a qualcosa, deve essere messa in cantiere una nuova costruzione, sia essa per i missionari, sia per gli studenti. Ma per questo occorre molto denaro; da quattro a cinquecentomila lire non e affatto una previsione esagerata. I nuovi superiori debbono valutare se intendono corrispondere al desiderio della Sacra Congregazione e al tempo stesso alla necessita di molte province bisognose di assistenza.
